Universal Cyrillic Converter

This is a link to a converter program written by Ilya Sandler. It performs on-the-fly translation between the various Russian encodings which can be found on the Web and in use by all sorts of software. Apparently, it can even pick up the infamous "volapiuk" (translit) notation, and does your local files for you! ... AMK
